Bailiff
From The Unofficial Rising Lords Wiki
The Bailiff has a chance to appear in a region of yours if it has an upgraded Town Center.
He increases the tax revenue in the region that he is placed in.
To move him to a different region, pick him up and drop him (directly or on the minimap) on the region that you want him to work at and he will make his way there, traveling one region per turn until he arrives at the target.
